This Public Works Technical Bulletin (PWTB) facilitates collaboration between Army installation personnel and nonmilitary regional stakeholders to promote smart-growth strategies. It can assist the Department of Army in achieving the goal outlined in Executive Order 13514 to satisfy mission requirements while maintaining a safe, healthy, and high quality environment for current and future generations.
